Mr. Speaker, I
refer to page (ii) of the Official Report. If we are following the rule of asterisk being put against hon. Members of Parliament, item 34, hon. Joe Ghartey deserves an asterisk by his name, just like many others. And then under titles of Deputy Regional Ministers, I am wondering whether hon. Patricia Appiagyei is the Deputy Ashanti
Regional Minister. The records and our understanding is that she has been elected the Chief Executive Officer of the Kumasi Metropolitan Assembly. I do believe that we need to make the appropriate corrections.

Mr. Speaker, page (ii), just one line beneath the reference made by the hon. Member on the other side, that is number 35, it is “E. Asamoah Owusu-Ansah”.
Mr. Speaker, my “Asamoa” is without “h” and for record purposes I demand that the “h” be removed. It has been repeated elsewhere in the Official Report.

Mr. Speaker, I would have thought that the Papers would be available. Normally, they are put in the pigeonholes. This morning we went through our pigeonholes but we have not seen the copies. I would just want to get the assurance - I would want to be sure that the Paper is ready to be distributed.
Mr. Speaker, I am referring to the
Standing Orders. As soon as sufficient copies of a Paper for distribution - [Interruption.] So they do not even know the Order - [Interruptions.]

Mr. Speaker, as soon as sufficient copies of the Paper for
distribution to hon. Members have been received in the Office of the Clerk, notice of the presentation of that Paper may be placed on the Order Paper, and as soon as Mr. Speaker announces “Papers for presentation”, the Paper shall be deemed to have been laid on the Table.
Mr. Speaker, we do not know whether the Paper is ready, we do not know. Normally - [Interruption] -- Please! We have not received them. Mr. Speaker, I am just coming from my pigeonhole. You would recall that I just left, went to my pigeonhole - [Interruptions.]

Mr. Speaker, I went to my pigeonhole -- [Interruptions.] Why? They do not want to be transparent about the Paper too? They are hiding the Paper? Hide it; hide the Paper.

Mr. Speaker, thank you for the opportunity. I would want to ask for your direction on this matter.
Mr. Speaker, if we look at Standing Order 75 (2), with your permission it says and I quote:
“If so desired by the person present ing a Paper, a shor t explanatory statement may be made by him upon its presentation.”
Mr. Speaker, it is important that all of
us sitting here have a proper appreciation of what is taking place in this House.

Hon. Member, you were asking me for my ruling. What is your question?

Mr. Speaker, my point is that it is proper and fitting that we all have copies of the Paper so that if he decides to exercise the option to comment on it, we would all be at the same wavelength with him; otherwise, we would be lost. And, Mr. Speaker, it does not take much time for them to make copies of the Paper available to us all before it is officially laid.
