On column 5603, the last paragraph, is attributed to Mr Speaker and I quote:

Mr Speaker, I have a few corrections and would run through them very quickly. The first one is contained in column 479, where the name of my senior Colleague and good friend, Hon Magnus Amoatey has the “Amoatey” spelt wrongly without a “y”.
On column 484, the first paragraph, we have “Consolidated Bank”. There is no such entity and it should read, “Consolidated Bank Ghana Limited”. So “Ghana Limited” should be inserted since this is a House of records.
Also on column 500, in the submission by my Leader, Hon Haruna Iddrisu, the word should be “avert”. He was referring to the floods and said “steps they are taking to avert a future occurrence” and not “advert”. Could it be corrected accordingly.

Mr Speaker, this is the Official Report of Parliament and I would plead that the Official Report Department takes its time because you would realise that most of the printing cannot be read.
When it particularly gets to where my Hon Leader has said something, I realised that, that portion is blank. Perhaps it is not deliberate but you can see it is not properly printed and Leadership should draw the attention of the Official Report Department to ensure that our Official Reports are well printed.

Mr Speaker, the Hon Minister for Finance knows that he cannot be ushered into the Chamber after the Vice President has been ushered in. He cannot break protocol because there is a hierarchy of authority. However, you have done what is appropriate. We could welcome the Hon Minister for Finance to lay the Paper.

Minister for Finance (Mr Ken Ofori-Atta) 11:11 a.m.
Introduction
1. Mr Speaker, Hon Members of Parliament, on the authority of His Excellency the President, Nana Addo Dankwa Akufo-Addo, I beg to move that this august House approves the Financial Policy of the Government of Ghana for the year ending 31st December, 2020.
2. Mr Speaker, on the authority of His Excellency the President, and in keeping with the requirement of article 179 of the 1992 Constitution of the Republic of Ghana, and section 21(3) of the PFM Act of 2016 (ACT 921), may I respectfully present the Budget Statement and Economic Policies of Government for 2020 to this Honourable House?
3. I also submit before this august House, the 2019 Annual Report on the Petroleum Funds, in accordance with section 48 of the Petroleum
Revenue Management Act of 2011 (Act 815), as amended, and a Report on the African Union 0.2 per cent Import Levy.
4. Mr Speaker, in substance, 2019 has been a very good year for Ghana. This is the year that one can confidently say that God's blessing on the hard work is beginning to manifest, putting us on a positive trajectory for a proper lift. I say so because:
• We have won some painful, but necessary battles for God and country;
• We have quietly but incontestably achieved significant structural changes for the economy;
• We have stabilised greatly the macro economic turbulence that was all too regular a feature in the management of the national economy;
• We have delivered on our flagship programmes;
• Mr Speaker, the gains made so far are significant and it is indeed to the glory of God.
5. It is proper to put this budget into perspective to understand how far, He
has indeed brought us and we have come. On Thursday, 2nd March 2017, I had the honour and privilege to present the first Budget of President Akufo-Addo to this House. At that time, as you may recall, the economy was in a very bad shape, suffocating under a mixed weight of debts, arrears, very high cost of living, high youth unemployment and the worst growth rate since 1994. Moreover;
• Growth in agriculture was declining;
• Industry growth was in the negative;
• Interest rates were high;
• The banking system was weak;
• Unemployment was rising; and
• Businesses and households were working mainly to pay off their utility bills.
6. Mr Speaker, this poor state of public finances, weak policy implementation and lack of policy credibility resulted in Ghana requesting for an IMF bailout in August, 2014. The economic model being practised at the time was a simple unexamined formula of tax, borrow and spend without a focus on production. The previous government resorted to some

Mr Speaker, accordingly, we propose to stand down the debate on the Economic Policy and Budget Statement for the year, 2020, until Monday the 18th November, 2019.
Mr Speaker, we have agreed that we shall have a post-Budget workshop within the precincts of Parliament on Saturday and Sunday and commence the debate on Monday, 18th of November, 2019.
Mr Speaker, I believe when we come to dealing with it, we would be guided by a ten-letter word which begins with ‘pr'. There are two ten- letter words that begin with ‘pr': one is propaganda and the other is pragmatism. I believe and trust that the House would lean on pragmatism in the debate and not propaganda. - [Hear! Hear!] --
